What device are you using?
What device are you using? Desktop? iPhone? Android phone?
There are 3 ways you can upload your profile picture:
On "Update Profile" menu.
On "Update Chat Profile" menu.
And on your profile page when you click "Edit Tiles" using your desktop, then click on your profile photo. This one has issue with mobile phones. So use the first two options.
Note, allowed picture file types are PNG, GIF, or JPG.
